Water staff report lowest unaccounted-for water since 2018; 721 meters replaced

Public Works Director Arnold introduced Water Foreman Rudy Kleist, who reviewed the Water Departmentannual report and said the department has four full-time employees. Kleist told the council that in 2024 the city reduced unaccounted-for water to the lowest amount since records began in 2018 and that staff replaced 721 water meters that year.
"In 2024, the City reduced unaccounted-for water to the lowest amount since records started in 2018," Water Foreman Rudy Kleist reported. He said staff completed 2,359 locates and trained on a new correlator to find leaks more efficiently. Kleist outlined 2025 priorities including continued meter replacement, finishing the Caswell water reclamation project to reduce wasted water, and upgrading SCADA to use cellular communications.
Arnold and Kleist described opportunities and challenges: ongoing road reconstruction creates chances to replace aging mains, but staff retirement (a 31-year water superintendent) and lead service line replacement requirements present short-term capacity and compliance challenges. Completing meter work will enable a switch to an Automated Meter Reading system to aid leak detection and real-time reads.
