Police Chief Gullickson presented the North Mankato Police Departmentannual report for 2024 to the City Council work session, reporting a department budget of $3,651,608, which he said represented 11.32% of the citybudget. He described staffing levels as 17 sworn officers, two civilian staff and 18 volunteer reserve officers and said the department handled 9,901 calls for service in 2024.
"The department had 17 officers, two civilian staff, and 18 volunteer reserve officers," Police Chief Gullickson told the council as he reviewed staffing and resources. He described the Investigation Unit as led by Lieutenant Adams with Investigator Gangelhoff and said the unit investigated 363 cases in 2024. Chief Gullickson said patrol officers work 12-hour shifts and that the department averages more than 50 hours of training per officer annually.
Gullickson flagged use-of-force reporting and transparency as a priority: he told the council the department recorded 39 incidents in 2024 that presented a level of resistance requiring force. He also reported that the department has used body-worn cameras for approximately one year and that the data has been useful to operations and case assembly. The chief noted the department remains active in community relations and education, citing 61 public relations events and 214 school patrols in 2024.
The report provided a staffing and equipment inventory (five marked squad cars, two unmarked investigator vehicles, one unmarked chief vehicle) and described administrative support duties including firearm permit backgrounds and preparing cases for prosecution. The presentation closed without any formal council action tied to the report.
