Council sets April 7 hearing after adopting Page Avenue assessment declaration

City Engineer Sarff told the council that bids for the Page Avenue Street & Utility Improvement Project (No. 24-04 ABCDEF) opened Feb. 18, 2025, with eight bidders and a low bid from Holtmeier that was "11% below the estimate." He said the assessment roll is prepared and that three assessment caps were applied for differing benefit levels; "The total cost of the assessments is $809,689.43, which is 26% of the total cost," Sarff said. Sarff also noted that "by State Statute, [the City] must have at least 20% to use a General Obligation Bond."
The council adopted Res. No. 27-25 declaring the cost to be assessed and then adopted Res. No. 28-25 to set a public hearing on the proposed assessments for 7:00 p.m. on April 7, 2025. Res. No. 27-25 was moved by Council Member Oachs and seconded by Council Member Peterson; Res. No. 28-25 was moved by Council Member Peterson and seconded by Council Member Oachs. Both motions passed unanimously.
