Planning Commission tables several development plans, forwards Mangine lot‑line adjustment to supervisors

Commissioners voted to table four applications after applicants requested additional time: the Kost Road Tract (Preliminary Land Development Plan, listed 11/2/24) and the revised Hunters Glen Preliminary Subdivision and Land Development Plan were tabled on a McDonald/Sandys motion. The Lawrence & Judith Zimmerman Poultry Farm Preliminary/Final plan and Wal‑Mart Stores, Inc. Supercenter #01886‑258 Preliminary/Final plan (both listed with a 1/1/2025 plan date in the agenda) were also tabled on McDonald/Sandys motions. Each motion was recorded as carried in the minutes; no roll‑call tallies were provided in the transcript.
Separately, Shane Ettinger of Penn Core Consulting presented a final subdivision plan for Mangine, Feldman & Gaertner to adjust the property line between 950 and 944 W. Trindle Road to add land to property owned by Mangine; no new development was proposed. The commission forwarded three waiver recommendations to the Board of Supervisors ([SLDO 303], [SLDO 403.01], [SLDO 403.06.3]) and forwarded the final subdivision plan to the Board with a recommendation for approval subject to staff and engineering comments. Motions related to waivers and forwarding the plan passed on motions by Secary/Helman, Helman/Sandys and Helman/McDonald (as recorded in the minutes).
The meeting also included a Board of Supervisors update that an Agricultural Security application will be on next month’s agenda, and a public proposal for a Woodland Buffer condition (see separate article). The meeting minutes note no detailed staff or engineering objections to the Mangine plan; other tabling motions were made at the applicants’ requests.
