The four ordinances cover: (1) use of public property and camping rules; (2) camping and encampment restrictions near sensitive locations; (3) updates to panhandling and solicitation regulations; and (4) changes to nuisance-abatement enforcement procedures to improve administrative efficiency. Council took up each ordinance individually and recorded affirmative voice votes for all four items. The package was presented as balancing public-health and safety concerns with constitutional protections and coordination with service providers.
