Applicant Steven Varnell requested rezoning of approximately 0.28 acre at 3005 6th Avenue (District 5) from R-2 to R-3 to place a manufactured home. At the public hearing neighbors including Leon Harden Jr. and George Chapman opposed placement of mobile homes in the neighborhood, saying the area should remain single-family housing.
Varnell addressed the council saying he had purchased the property and described attempts to place a home; neighbors argued mixed uses would harm the neighborhood. Council members moved to deny the rezoning and recorded a voice vote in favor of denial.
