Council weighs dignity index and CitizenPortal.ai benchmarking for transparency dashboard

Council considered consolidating internal goals and a public transparency dashboard and noted an upcoming collaboration with CitizenPortal.ai to benchmark data against peer cities. The chair emphasized consolidating data in one public-facing location to make information easier to find. "We're gonna be working together, teaming up with some things that we'll build compare our city to other cities," the chair said when describing the proposed partnership.

Council also discussed adopting a dignity index to measure how employees and residents feel they are treated. While some members supported the idea for continuous improvement, others warned the measure could be weaponized if tied to promotions or disciplinary actions. Staff recommended using the index for benign, developmental feedback and avoiding tying scores to evaluations or promotions.
