Council supports exploring tribal membership in FCAG as regional ambulance plans proceed

Council members discussed a proposal from the Fremont County Association of Governments to formally invite tribal business councils (Eastern Shoshone and Northern Arapaho) to join FCAG as voting members. Mayor Tim Hancock and staff said a tribal business‑council resolution supporting FCAG membership was passed recently.
Mayor Hancock said the invitation had local support: "When we went into that discussion with FCAG, it was pretty easy for me to say, Riverton's in support of this," and staff noted the change would require a modification to the joint powers agreement to specifically include the new member entities.
Council and staff also discussed ambulance regionalization: FCAG has been considering governance options to manage ambulance services and a pending grant application for ambulance service suggested regional approaches could attract state/federal funds. Staff cautioned that Wyoming’s joint powers statute requires every member of a joint powers board to be a citizen and a qualified elector in the county, so the council will need to ensure any tribal representative meets residency and elector qualifications or otherwise craft an appropriate governance arrangement.
No formal vote to amend the joint powers agreement was taken; council members directed staff to bring the item to an upcoming work session for more detailed discussion.
