Consultants present reworked penalty schedule; commission agrees to advertise code amendment

The Lovington City Commission heard a presentation from consultants with Consensus Planning on a proposed reorganization of penalty assessments and accompanying municipal-code amendments. Jackie Fishman of Consensus Planning said the change would remove penalty amounts from the text of the code and place them in a separate, updateable assessment schedule; she gave examples showing proposed penalties that, in the consultants' figures, would range from roughly $74 to $529 and in some cases rise for second offenses. "Our penalties currently... range from $74 all the way to $529," Fishman said during the presentation.
City staff described the redline changes and a "cheat sheet" that lists every code section proposed for revision so commissioners can see before-and-after language. Commissioners discussed the need to review the full before-and-after packet and voted to advertise Ordinance 618 for public notice and formal consideration. Staff said the penalty table will be provided ahead of the next meeting so commissioners can verify the proposed schedule prior to final action.
