Lucas board approves FY2025–26 parks budget, including funding for events and tree replacements

The Lucas City parks proposed budget for fiscal year 2025–26 was approved by voice vote after a staff presentation and council questions. Joe Hilborn presented line-item detail sheets and told the board the packet included requests for Founders Day ($35,000), a service-tree program ($8,400), Country Christmas ($25,000), art-in-public-places and park events, and the Lucas Farmers Market ($8,798). “Now the founder's day, we're going we're asking for 35,000,” Joe Hilborn said while outlining the requests.
Council members asked for clarifications on what the tree-replacement line covers and marketing for the farmers market. Hilborn said the $8,400 would essentially cover about four replacement trees and explained additional costs such as plaques, rocks and drip irrigation that raise per-tree costs to roughly $2,000. On marketing, staff noted a $1,000 boosting line for social media and said they could do line-item transfers later if council wants to augment specific event promotion. One council member pressed whether there are capital park projects slated for the coming year; staff said no major capital projects are planned for parks in 2025–26, and that capital line items appear only when projects are planned.
A council member moved to adopt the parks budget as presented by Joe Hilborn; the motion was seconded and passed by voice vote. The board did not record a roll-call tally in the minutes; the chair announced the motion passed.
