Summary
City staff asked the council to schedule a vote at a special session on Aug. 11 to authorize ten public-service CDBG subrecipient agreements, two housing awardees and one capital project award so awardees can begin submitting FY27 expenses; staff noted the FY27 Action Plan was approved by HUD on July 27.

City staff presented a request to authorize execution of Community Development Block Grant (CDBG) subrecipient agreements that were recommended by the citizen advisory committee. The packet includes 10 public-service awardees, two housing-based awardees and one capital project awardee; staff asked the council to take the authorization vote during a special session on Aug. 11 so agreements can be issued and awardees can begin submitting FY27 expenses.
Staff said these awardees were part of the CDBG FY27 Annual Action Plan approved by the council on June 9 and subsequently approved by HUD on July 27. Council members asked brief clarifying questions about two named awardees—America’s Hauling for Hope (senior grocery delivery) and True North Company (transportation, sober-house services)—and staff described their services and eligibility under the CDBG program.
