The village’s stormwater coordinator delivered the annual Municipal Separate Storm Sewer (MS4) permit update at the May 8 meeting, describing the village’s obligations under the Clean Water Act and its regulation by the New York State Department of Environmental Conservation (NYS DEC). The coordinator said Green Island is an MS4 community because it is an urbanized area that generates concentrated stormwater flows and discharges to the Hudson River.
During the presentation the coordinator outlined routine activities used to meet permit requirements: catch basin inspection and cleaning, street sweeping, spring cleanup events that generate education credits, weekly inspections of active construction sites (noting the Freedman site and the Factory Town site), and outreach materials for contractors and residents. The coordinator said mapping requirements in the 2023 permit update have been met and that the village participates in the Stormwater Coalition of Albany County for guidance and scheduling of permit deadlines.
Board members asked procedural questions and praised the presentation. The coordinator said annual reports are filed on the Village website and with the Stormwater Coalition of Albany County. The presentation emphasized preventing illicit discharges and ensuring that construction fill is kept out of the Hudson River during large grading operations. No enforcement action was taken during the meeting; the presentation was informational and the board received questions and feedback.
