Douglass Hills council adopts $3.9 million budget, approves transfer to road fund

The Douglass Hills City Council voted unanimously on June 18 to adopt the operating budget for fiscal year 2026–27, approving total appropriations of $3.9 million.
"Tonight I present my 12th and final budget as Mayor," Mayor Bonnie Jung said, outlining priorities that focus on continued maintenance and anticipated repairs to the city’s infrastructure and facilities. The mayor told the council the general fund is projected at $1.9 million but warned that property tax revenue "will definitely decrease because of the successful appeals," adding that the final impact will not be known until October.
The budget assigns $400,000 to the Road Fund and $242,000 to the Pool Fund, and shows public works as the largest single category of appropriations at $689,231. The mayor described a proposed transfer of $286,605 from the general fund into the road fund to support construction of a portion — or all — of a new sidewalk on Kinnard. The document also lists a $20,000 increase in tree services to address storm damage and aging trees.
Councilmember Neil Sandefur moved to adopt the ordinance at second reading; Denise Scarpellini seconded. A roll-call vote recorded all six members — Bill Middleton, Jeff Riddle, Matthew Nelson, Denise Scarpellini, Rick Moreschi and Neil Sandefur — voting "Yea," and the motion passed 6-0.
