The Government Operations and Fiscal Policy Committee on Nov. 4 voted 3–0 to move favorable on CB1082024, legislation staff described as authorizing the county to issue up to $803 million–plus in general obligation and stormwater bonds for FY2025 capital projects. Committee members heard an overview and a fiscal analysis before the procedural vote.
At the start of the discussion, Mr. Tutt presented the bond totals: "Enactment of this legislation would authorize the county to issue and sell an an amount not to exceed $703,055,000 in general obligation bonds and 103,291,000 in stormwater management bonds," and pointed committee members to Attachment 1 for the list of projects and Attachment 2 for the bond form. Policy analyst Mr. Benagas summarized the fiscal and policy note, saying the bill "authorizes the county to incur additional debt in the aggregate principal amount of 806,346,000" and warning that "the additional debt, and related interest and issuance costs ... will have an adverse fiscal impact on the county" that depends on interest rates and bond terms.
County executive liaison Ms. Skinner told the committee the administration supports a favorable recommendation: "The administration is seeking a favorable recommendation regarding CB1082024." She also noted Brian Halloran, OMB's capital budget officer, was present to answer questions. During a brief clarification, committee member Mister Genoga asked whether the measure would go to voters; county staff corrected the point, saying the committee bill itself does not go to voters and that the bond-enabling measures referenced were handled earlier and are on the upcoming election ballot.
After discussion, Mister Hawkins moved to move the bill favorable; the motion was seconded. The clerk called the vote, and the committee recorded a 3–0 tally in favor. The chair announced, "Motion carries 3 0," and adjourned the committee's final meeting of the year. The record in the transcript does not specify a next procedural date for CB1082024.
