District to receive Section 31aa mental health funds; roughly $700,000 expected to support social work services

Jennifer Nichols briefed the board on Section 31aa student mental health funding, reporting that the Saginaw City School District entered the funding agreement for 2025–2026 on Dec. 4, 2025 and the rescind deadline (Dec. 30, 2025) has passed. Nichols explained that choosing to rescind would have prevented receipt of the funds and may have required recoupment of any amounts already paid in December state aid.
Nichols said the district is "slated to get approximately $700,000," and that the figure could increase because districts that opted out enlarge the available pool for opt-in districts. She added that the district consulted its liability insurer and noted it would not lose governmental immunity in the event of a low-likelihood mass-casualty event; liability insurance coverage for affected employees was affirmed. The board was told the funds are intended to relieve general-fund pressure by supporting expanded social work services.
