Council adopts revised procurement policy adding cybersecurity, contract management and AI guidance

The City Council approved amendments to Long Beach's procurement policy on Aug. 4. Procurement Director Samantha Burkhard summarized the updates, which reaffirm New York State procurement law while adding city-level clarifications on buying thresholds, contract management, cybersecurity requirements and vehicle procurement. The update also calls for centralizing contracts and vendor records within the city's ERP (Munis) to improve transparency and lifecycle management.
Burkhard said the revised policy includes explicit guidance about use of artificial intelligence in procurement tasks, but also emphasizes that human review and approval remain required. The policy also adds a clearer purchasing grid for common thresholds (for example, the documented $30,000 threshold for larger procurements) and delegates responsibility for steps in the procurement lifecycle to specific offices to improve accountability. The resolution was approved as part of the block vote of consent items.
