He said combining the projects improves bidding and operational value.
Hubbard told the council the original opinion of cost for the two projects combined was $353,998; the revised opinion of cost is now $801,309, an increase attributable to scope changes such as excavating and abandoning the redundant parallel main, adding a butterfly valve for improved hydraulic control and replacing service lines to the meter for many homes. He also explained the replacement will eliminate a brittle asbestos-concrete main and reduce long-term maintenance and hazmat concerns.
Next steps: finalize design, advertise/bid (estimated ~60 days), and complete construction (estimated ~120 days).
