Council approves amendment to interlocal agreement to let city buy deputies' vehicles
Summary
The council approved an amendment to the interlocal agreement with Collin County to allow the City of Lucas to purchase law-enforcement vehicles (the county will still outfit them to county specs and the city will pay the county); vehicles return to the city fleet at end of deputy life-cycle.
City Manager John Witzel explained that an amendment to the interlocal agreement would permit the city to purchase police vehicles directly while Collin County continues to outfit the vehicles to county specifications and the city remains responsible for payment. Witzel said city purchasing would shorten lead times and preserve comparable pricing while allowing vehicles to be returned to the city fleet at end of service for continued municipal use.
Councilmembers noted prior lengthy procurement waits and supported the amendment as a way to improve responsiveness without increasing long-term cost. A councilmember moved to approve the amendment and the council voted to adopt the change.
Administrative detail: staff said the county has previously returned retired vehicles to the city and that trucks have been preferable for long-term fleet reuse.
