Lucas council approves trails master plan update, directs review of unused easements

The council approved an update to the City of Lucas Trails Master Plan that revises routing, removes an Allison Lane segment and adds a loop linking West Lucas Road, Country Club and Estates and extending east toward the lake along Lucas Road. Staff explained that many proposed route segments lie along floodplain easements or TxDOT right‑of‑way and that some planned segments already have easements recorded during earlier development approvals.
Councilmembers asked whether deannexing portions of Inspiration would change the plan's coverage for Osage Trail and Trinity Trail and raised concerns about advertising trails that will rely on TxDOT construction or cross jurisdictional boundaries. Staff said the green‑shaded sections on the plan are within city limits and that the city will bring a future agenda item proposing abandonment of easements the city does not intend to use. A motion to approve the update passed by voice vote.
