Lucas council votes to exclude most of its ETJ from Collin County Emergency Services District No. 1

City Manager John Whitsall briefed council on a petition to create Collin County Emergency Services District No. 1 to provide fire and EMS service to unincorporated areas and said the district could levy taxes up to $0.10 per $100 valuation. Whitsall recommended the city exclude its extraterritorial jurisdiction (ETJ) from the ESD and continue current municipal contracts for service. He said the city has between roughly 800 and 1,000 homes in the Inspiration area that fall in the ETJ and suggested starting a process to release or transfer those areas to the City of Wylie if appropriate.
Council debated the implications for guaranteed services if municipal contracts ended and whether residents could petition to be included in the ESD. After discussion Mayor Kuykendall moved, and the council voted by voice to deny including the city's ETJ in Collin County Emergency Services District No. 1. Whitsall said staff will start the process to pursue transfers or releases of specific areas and will return with more formal actions if necessary.
