Council reviews West Lucas Road force-main relocation and large ground-storage estimates

City staff told council that relocation of a force main for West Lucas Road is under study with a BCC estimate of $3,467,500 and that a conceptual ground storage tank estimate ranged from roughly $3 million (contractor-based) to an engineering model estimate of $12.96 million.
CIP Manager Patrick Hubbard presented cost estimates related to key water-system and road coordination work along West Lucas Road. He said BCC Engineering gave a force-main relocation estimate of $3,467,500, and that a separate engineering model provided a generic estimate for new ground storage priced at $12,960,000.
Hubbard also noted contractor-supplied rough pricing for a relocation could be far lower: a local contractor the city often uses provided a $150–$200 per foot range, which staff extrapolated to a rough $1.5–$1.8 million figure for some force-main scenarios depending on final plans. Staff stressed that final costs will depend on completed construction plans and that some of the longer-range work could be brought into design and staged across fiscal years.
Council discussed aligning force-main work with planned West Lucas Road widening to reduce repeated pavement impacts and to identify possible cost efficiencies.
