Lucas council adopts midyear budget adjustments for FY2024–25

The Lucas City Council on April 17 adopted Ordinance 2025‑04‑01016 approving midyear budget adjustments for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025. Finance Director Liz Exum told the council the package is largely clean‑up and reallocation: capital project reallocations total $4,800,000, revenue/expense adjustments total $391,000, previously approved council items carried forward total $1,300,000, and projected reserves would leave the general fund with roughly $5.1 million (about 6.3 months) and the water fund with about $8.2 million (about 16 months). Exum said, “we're not really asking for any additional dollars in the budget,” and described several carryovers and capital purchases included in the ordinance.

Council members asked clarifying questions about the water‑rate study, timing of the water‑tower payment, a reimbursable park grant for Forest Creek playground equipment, and software upgrades and credit‑card fee adjustments that affect revenue and costs. After discussion Councilmember 4 moved to adopt the ordinance, a second was given, and the motion passed by voice vote.
