Lucas council approves Wildflower Estates preliminary plat despite drainage constraints

Council voted to approve the Wildflower Estates preliminary plat for a 39.7‑acre tract at the southeast corner of Lewis Lane and Shepherd's Creek.
Development Services Director Joe Hilburn told the council the site is zoned R‑1.5 and the proposed subdivision includes 10 lots—eight residential and two open‑space lots—and that the city’s engineering department reviewed and approved civil construction plans on Jan. 31, 2025. Hilburn said the drainage plan required additional review and noted that both JTG Engineering and Cardinal Strategies worked on the drainage design; he added: "This development is 10 lots… it was not an easy subdivision for them or for staff to review."
Council asked detailed questions about bar ditches, easements and floodplain constraints. Hilburn said the plan meets street and drainage requirements and that the two flood‑plain‑affected lots each still have nearly two acres of buildable land outside the floodplain. After Q&A, a council member moved to approve the preliminary plat; the mayor called for the ayes and announced, "Motion carries."
