"Staff recommendations are to adopt the 2024 International Family of Codes with our Texas council government recommendations," Mr. Hilburn told the council, summarizing the packet. He said staff will have the city attorney review industrialized housing for compliance with state law and return to council with recommended local amendments.
The council did not take formal action but directed staff to bring revised language back for review and to circulate materials by email in advance so members can prepare comments. Councilors asked staff to call out specific sections that may need exceptions or more discussion — for example, fencing, signs and front-yard parking — and to propose a plan for a subcommittee if warranted.
The review is procedural and advisory; staff will return with specific ordinance language and legal review before any code changes are published for public hearing.
