City controller flags $41,324.19 monthly cost for traffic signals and explains new credit-card itemization

At the Aug. 5 meeting of the Muncie Board of Public Works and Safety, City Controller Craig Wright highlighted a sizable recurring charge for the city’s traffic control systems.
"We really pay that much every month, but it's, $41,324.19," Wright said while presenting the register of claims. He told the board the monthly line for traffic signals and street lights regularly draws attention and asked members to review the claims packet he had circulated the previous afternoon.
Wright also described how credit-card charges are handled. He said his office breaks the monthly card statement down by department and that an office staff member monitors receipts and sales-tax reimbursements because the city is tax-exempt: "I have a person in my office that monitors credit card use and, monitors, like, maybe, like, for instance, tax paid on anything because we're tax free." Board members responded that itemizing individual card charges on the public claims list is a helpful transparency measure.
Ted Baker moved to approve the register of claims, the presiding officer seconded, and the board approved the claims by voice vote. The approved register will be entered in the city’s financial records; no additional action or follow-up was announced at the meeting.
