Homeowner sunroom variance approved with planting-zone amendment at North Mount Drive

The board approved V-260003 allowing the owners of 8855 North Mount Drive to enclose an existing patio and construct a sunroom that will encroach into the 35-foot minimum rear-yard setback. Staff recommended approval with three conditions, including permitting limits (no more than 25 linear feet and 219 square feet of encroachment), required building permits and an as-built survey, and planting of evergreen trees in sparsely vegetated areas. The homeowners asked the board to modify the planting requirement to avoid obstructing the golf-course view from their rear yard.
Homeowner Farah Duramshi explained why the enclosed space is necessary rather than optional: frequent wildlife damage, pine straw debris accumulation, and seasonal allergies make the uncovered patio impractical. "This project does not expand the existing patio. The sunroom will be fully contained within the current footprint," Duramshi said, asking that the board allow them to retain sightlines to the golf course. Her husband also addressed the board and said he preferred evergreens only along the eastern boundary to screen distant neighbors while preserving the view to the rear; the board agreed and amended condition 3 accordingly. The motion to approve with that amendment passed by voice vote.
Final plantings must be a minimum of 5 feet in height at planting, subject to city inspection before a certificate of completion is issued. The applicant also must submit the mitigation/planting plan with the building permit and secure required inspections and as-built documentation.
