Deputy Superintendent Kevin Bultema introduced auditor Sheldon Chavan, partner at Chavan & Associates LLP, who presented the 2024–25 fiscal audit to trustees on Jan. 14.
Chavan described the county office funding discussion, explaining that the 'hold harmless' concept has historically aimed to preserve a baseline funding level for county offices but does not guarantee additional revenue. "The LCFF formula is very complex" he said, noting uncertainty about whether additional funding will materialize. Bultema clarified that no Proposition 28 funds have yet been returned because the Controller’s Office has not issued the paperwork needed to file a waiver; the County Office plans to file the waiver as soon as the documentation is available.
Board Member Mike O'Neill asked whether hold harmless connects to the Task Force review of returned funds; Chavan said the topics are broadly related but not directly one‑to‑one. Trustees discussed how prior funding rules affected reserves and current budgeting practice.
