Director Ron Soper estimated a fair‑market purchase option around $2.4 million at year 20 and described options to remove the system, purchase at fair market value (estimated at roughly 5% of original cost), or extend the agreement for five years.
Ross Fisher, Program Manager for Peninsula Clean Energy, described upgrade constraints during the PPA and told the Board that "upgrades are not made during the 20‑year contract because the system is covered by production guarantees and a 25‑year warranty on the panels." The Board unanimously ratified the PPA after members asked about bus clearance, roof condition, cleaning, and the Net Energy Metering 2.0 (NEM2) credit deadline; Deputy Superintendent Chávez said the project is on track to meet the April 2026 NEM2 window.
