Grand County certifies lodging-tax ballot language, sets minimum splits for marketing and housing

The Grand County Board of County Commissioners voted Aug. 27 to certify ballot language for a lodging-tax increase to appear on the Nov. 5, 2024 general election. The resolution (as amended during the meeting) calls for a 0.2 percentage-point increase to the county's existing lodging tax and explicitly directs minimum distributions: no less than 50% for advertising and local tourism marketing, and no less than 30% to support housing, childcare for the county workforce or enhancements to visitor experience.
County Attorney (Speaker 17) and staff clarified that the language will be part of the TABOR-authorized ballot question and must be certified to the clerk; commissioners discussed whether the minimum percentages should appear in the ‘‘whereas’’ or the operative ‘‘now, therefore be it resolved’’ clause and ultimately moved binding minimums into the operative text. Chair and commissioners accepted friendly amendments, corrected a date inconsistency, and approved certification as resolution number 2024-87 for the Nov. 5, 2024 ballot.
Commissioners and staff emphasized care about post-certification restrictions on county employees and board members interacting with the measure and agreed the resolution would be returned in final form for signature before certification. "We'll need to be very careful in terms of any positions we would take one way or the other on this because of our political offices," a commissioner said during the discussion.
