Several affected school districts told the County Board they oppose Oceanlight’s countywide-benefit petition. Burlingame Superintendent Dr. Marla Silversmith said the petitioners failed to provide the legally required 30‑day notice to Burlingame and argued that omission should have halted the process.
Pacifica Interim Superintendent Dr. Carissa Bowman said the petition mischaracterized local programs and warned that drawing roughly 300 students to a new charter could create a structural deficit for the remaining district students because fixed costs would remain. Bowman estimated that Pacifica had incurred about $237,000 in site-preparation costs and that clearing tenants to accommodate the charter could cost the district roughly $1.3 million in lost rental income.
