San Mateo County Board approves 2025–26 First Interim Financial Report with positive certification

The San Mateo County Board of Education unanimously approved the 2025–26 First Interim Financial Report on Dec. 15, 2025, after extended questions about program costs, reserves, and transparency.
Deputy Superintendent Kevin Bultema and Executive Director Minette Manio presented the report. On Gateway program funding, Bultema said revenue decreased because of lower enrollment but “the program added only a modest 3% increase to avoid placing additional financial burden on LEAs,” and staff are using unrestricted funds to cover the resulting gap. Trustees asked for clearer explanations of Fund 14, Fund 17, and Fund 40 allocations and for an aggregated figure showing reserves across funds.
Board Member Chelsea Bonini pushed for greater linkage between the budget and the district’s Strategic Plan and requested that the Board or Budget Subcommittee receive more granular line‑item information in future presentations to enable meaningful oversight. After discussion and a motion, the board approved the First Interim Report with Positive Certification by roll call vote.
The board also discussed Rollins Road property options and asked staff to report back on leasing status and potential educational uses as part of future facilities planning.
