County staff finds multiple deficiencies in Oceanlight charter petition

San Mateo County Office of Education staff told the Board that the Oceanlight School countywide-benefit charter petition lacked several legally required components and did not adequately justify why it needed countywide authorization.
Executive Director Joy Dardenelle summarized the review by a cross-department Charter Review Team, which identified five of 16 required elements were not described comprehensively and raised concerns about the petition’s admissions preferences, facility timelines, insurance and liability descriptions, and limited demonstration that the school would serve a genuinely countywide population. Staff recommended denial but said conditional approval with a five-year term and an MOU could be an alternative only if petitioners addressed all deficiencies by a firm deadline.
