The San Mateo County Board of Education voted unanimously Dec. 17 to deny the Oceanlight School countywide-benefit charter petition, following a staff analysis that flagged procedural, programmatic and financial problems. Board President Hugo Torres presided over the meeting at the San Mateo County Office of Education; the denial motion was made by Board Member Susan Alvaro and seconded by Beverly Gerard and carried by roll call (Alvaro, Arias, Bonini, Gerard, Love, O’Neill and Torres).
Executive Director Joy Dardenelle presented staff findings before the vote and recommended denial, telling the board that staff had identified “insufficient demonstration of unique benefit,” missing legally required charter elements, operational and financial concerns, and admissions provisions that could conflict with fair lottery requirements. Dardenelle told the board staff recommended denial based on those combined deficiencies.
Board members spent several hours questioning petitioners, district leaders and staff on issues including whether a single-district charter could meet the petitioners’ goals, facility timelines and the school’s readiness to serve students with disabilities. After public comment from dozens of supporters and opponents, the board concluded staff concerns and the lack of clear countywide necessity justified denial. The board adjourned at 10:50 p.m.; the next meeting is scheduled for Jan. 14, 2026.
