Engineering: stormwater measures met and traffic analysis supports flashing beacons, not a stoplight

Michael Bateman of the engineering department reviewed the project's stormwater and traffic work and told commissioners the submittal meets the 2019 Western Washington stormwater manual's requirements for detention and treatment. "They have met all of the requirements of the stormwater manual in both detention and treatment," he said.
On traffic, Bateman said the traffic analysis measured site distance to the 80th‑percentile speed and addressed level‑of‑service for both Anderson Lane and the project's driveway. He and staff concluded a stoplight is not warranted but recommended yellow flashing beacons with signage in both northbound and southbound directions to warn drivers of fire‑department activity as an appropriate mitigation.
