Council approves Mosier Building for temporary shelter operations; staff outlines timeline

City staff told the council that the Mosier Building (2101 Mosier) will be used for temporary animal housing and that a portion of the building will become permanent office space for code enforcement and animal-control staff.
Facilities manager Troy Westover said, "We are looking to start at the Moser Building on Monday or Tuesday of next week. That effort will probably last through the end of the year. ... The shelter animals should move somewhere around the middle of December, and then we start construction, say, 1st part of the year." Staff added that the Mosier north wing will hold mostly dogs and related play areas while cats and some admin functions would remain at the main shelter to facilitate adoptions and public interactions.
Council members asked whether code enforcement would be housed at Mosier; staff said the back third of the building would provide office space for code enforcement and animal-control officers and described the plan as permanent for those functions. Staff committed to a transition plan and additional updates within 30–60 days if the council approved the award.
