The Henderson City Council voted to award the animal care and control renovation project to Con Core Construction for a construction GMP of $5,800,000, and approved an overall project budget of $8,000,000.
Staff described the renovation scope — new dog and cat quarantine and isolation areas, an expanded medical area, and new kennels — and said unforeseen design changes and higher construction bids drove costs upward. When the mayor asked about the roughly $2.2 million difference between the $5.8 million GMP and the $8 million project budget, staff explained the delta covers contingency (staff estimated about $500,000), FF&E such as medical equipment and kennels, permit fees and the cost to relocate operations during construction.
Melissa Tresati, a resident and public commenter, urged clarity about scope changes and asked, "So, does our city really anticipate up to $2,200,000 in extra cost?" City staff responded with a breakdown of contingency and moving and equipment costs. Animal Protection Services Administrator Danielle Harney, who asked to speak, said she supported the final plan and that it "will increase our kennel capacity and provide dedicated space for our dog and cat isolation, quarantine, and medical recovery area." The council moved and the clerk reported: "All members voted in favor of the motion made by Councilwoman Larson and it carries."
