Dual-language program shows high persistence but mixed state-test alignment, consultant says

Maguire highlighted the dual-language immersion (DLI) program at San Miguel as an area of interest. One kindergarten cohort started with 19 students and showed an 84% persistence rate through the program; a second cohort of 21 had a 90% persistence rate. DLI students received report-card grades of 3 or 4 at a higher rate (about 60%) compared with non-DLI peers (about 46%), but state SBAC proficiency rates were similar between DLI and non-DLI students.
The consultant also reported 235 English learners who met the state's reclassification criteria (an overall ELPAC score of 4) but had not yet been reclassified in district records, flagging the need to review local reclassification processes and other local measures that may delay official reclassification. Parents asked the board to examine IEP thresholds and local criteria for services during public comment.
