Orenda report: Hispanic, English-learner and IEP groups lag on state measures despite district strengths

Orenda's analysis found that while Sunnyvale is categorized as "less vulnerable" on community metrics, student achievement percentiles are low: the district sits near the 20th percentile statewide on four SBAC-based metrics and falls to the 5th percentile compared with other less-vulnerable districts. Scott Maguire highlighted that groups most affected include Hispanic/Latino students, English learners and students on IEPs.
Maguire gave concrete subgroup figures: about 1,058 students (roughly 24% of enrollment) were identified as socioeconomically disadvantaged; 41% of district students identified as Hispanic or Latino; and ~14% of students were on an IEP. He cautioned against attributing disparities to individual staff or students, framing them instead as embedded in systems and processes that the district can change.
