Sunnyvale board signs MOU with county to develop Prop 28 arts strategic plan

The board approved a memorandum of understanding March 12 to collaborate with the Santa Clara County Office of Education on an arts education strategic plan using Prop 28 funds.
Superintendent Crossway explained the MOU will support a planning process that includes staff, parents and community members and seeks to establish goals, metrics and possible staffing allocations. He reiterated Prop 28 rules explained earlier in the meeting: 80% of the funds must be used for new staffing dedicated to arts, roughly 20% may be used for materials/partnerships and no more than 1% for administration.
Trustees asked about the planning process, committee composition and public engagement; staff said the plan would include two sets of meetings and opportunities for town‑hall input and multilingual outreach. Trustees recommended intentionally seeking diverse participation and discussed board check‑ins and coordination with the Sunnyvale Education Foundation and local philanthropy to supplement Prop 28 funds.
The motion to enter into the MOU passed by voice vote with no opposition. Staff said the aim is to complete a strategic plan by mid‑fall 2026 and to begin phased implementation once community goals are finalized.
