Council awards lagoon contract to Arrow Restoration to meet Dec. 31 grant deadline

Shannon Hewson of Brosz Engineering apologized to the council "for how long the Lagoon project has taken" and said the contractors are still willing to begin work in December. Brosz told the council the firm would absorb extra winter-work costs and cover additional design work costs the firm had already incurred.
To satisfy a grant deadline on Dec. 31, 2025, Brosz advised the town to award the contract to the contractor as bid this past summer and then process a contract change order. Councilman Jason Oberlander moved to award the contract to Arrow Restoration as bid; the motion carried 4–0. The council scheduled a special meeting for Dec. 30, 2025, at 7:00 p.m. to approve any invoices necessary to meet the grant deadline.
Council recorded that Brosz would cover extra cost exposure for winter work and additional design expenses, and that awarding the contract now was a prerequisite to invoicing against grant milestones before year-end.
