Commissioner Rebecca L. Rockwell said the rule implements the State Farmland Advisory Committee's recommendations for classification and value ranges based on productive capabilities when land is devoted to agricultural use. Commissioner Jennifer N. Fresques, who currently serves as chair of the advisory committee, thanked the Property Tax Division staff and the team from Utah State University, including Professor Ryan Larson and Robert Lee, noting the report was completed earlier than usual and enabled the meeting to proceed on schedule. The commission voted unanimously to submit the proposed amendments.
The submission begins the publication and public comment process; the rule cites Utah Code Ann. Section 59-2-515 as its enabling authority.
