Council approves extension request after Ecology delays EIM review

Staff informed the council that Ecology (through the EIM database review) had not completed its review of the project data by the 30-day closeout after the grant end date (June 30, 2026). Ecology requested the city extend the grant closeout deadline to December to allow the database review to finish; staff supported the extension as a reasonable, not-open-ended solution. "The only possible solution from their perspective was to extend it... to December," staff said.
Council moved to approve Resolution 26-8-32 to extend the grant period; the motion passed with one abstention recorded. Staff noted they would return with any further updates once Ecology completes the EIM review and closeout.
