Alisa, city staff presenting the code package, told the council the proposal removes land-division chapters from Title 15 and consolidates them into Title 19, adds a new land-division section, formalizes lot-line adjustments, and moves necessary definitions into Title 19. She said the planning commission held a public hearing June 25 and recommended approval of the Title 19 language; Title 11 material will be reviewed as part of the council’s process. "This amendment package is removing land division chapters out of title 15," she said, and described the reorganization and the new chapters for subdivisions and lot-line adjustments.
Council members discussed technical details, including a planning-commission recommendation to change the performance-bond requirement from 110% to 150% to better protect city interests. Staff said the 150% figure was recommended by planners and members with banking and public-entity backgrounds who have used similar guarantees. Council members also queried anti-abuse measures for short-plats—options included time limits on replatting or requiring long-plat treatment when adjacent parcels are owned by the same developer; staff agreed to research legal options and return with recommendations.
