Resident urges Poulsbo council to support Kitsap County public hospital district and hire emergency manager

During the public‑comment period resident Carolyn Zippers asked the mayor and council to prioritize hiring an emergency management manager and to consider support for a Kitsap County public hospital district intended to secure funding for health care countywide. Zippers told council the measure would need to be placed on the 2025 ballot and would require a simple majority: “it would require a, to be on the ballot in 2025 with a 50% plus 1, support by the voters of our county,” she said.
Zippers said the effort is focused on funding county health services rather than on hospital governance structures, described outreach to community groups (including a presentation to the 23rd LD Democratic membership), and offered that the Alliance of EquiHealthcare could present to the council to answer questions and counter misinformation. She also noted a local documentary screening and invited council and public attendance.
