Task force explores modular and manufactured housing, but L&I rules limit options

"I truly believe that the the answer is is modular or manufactured of some sort at this price point that we're talking about," a committee member said, noting examples of manufacturers and price points cited in the meeting (a 900-square-foot model cited at about $150/sq. ft. delivered and assembled, excluding site work and foundations). Members discussed a state-funded initiative and large funding commitments described by one participant as routed through the Washington State Housing Finance Commission to support modular production and training.
The group flagged regulatory constraints: Washington L&I (Labor & Industries) procedures can limit out-of-state sourcing or require inspectors to travel to factories, raising costs; a handful of modular or manufactured producers supply the region and the task force recommended a small site-visit team to evaluate product lines. Members also discussed manufactured-home park and land-lease approaches as alternative delivery models, and recommended a next step of arranging manufacturer site visits and gathering more detailed delivered-unit cost estimates.
Staff will circulate manufacturer materials and set up volunteer site visits to better understand unit pricing, delivery timelines, and regulatory steps needed to use modular or manufactured products in Poulsbo.
