Board adopts county policy on falsification of child-welfare records following state mandate

Deb Ruttenberg, Grand County Director of Human Services, told commissioners the policy is required statewide after recent legislation and is not prompted by local incidents. “This is not due to anything that has happened within our county,” Ruttenberg said, explaining the county used a state-provided template and added quality-assurance steps to prevent and respond to record falsification.
Commissioners discussed signature and approval logistics; Ruttenberg confirmed a Board-approval signature box is included on the draft. Commissioner (speaker 4) moved to approve the policy as presented; the Board voted to adopt it by voice vote. Ruttenberg said the draft had been posted publicly and the policy will be finalized upon the Board's signature.
The policy establishes a protocol for how the county will respond if a child-welfare caseworker is suspected of falsifying records (for example, documenting a visit that did not occur) and outlines preventative QA steps required by the new state requirement.
