Curtis Lang, accounting, presented the county’s revenue preview for the upcoming budget cycle and explained several areas of uncertainty. He recommended budgeting property taxes flat in light of pending state special-session actions that have changed assessment rates this year. "These revenues here, this $23,688,000 dollars in property taxes. That's what we collected this year," Lang said, noting the special-session outcome could change final numbers.
Lang also proposed issuing certificates of participation (COPs) totaling roughly $25 million to fund construction of an EMS Station 1 (architect estimate ~$26M). He suggested borrowing early next year (January–February) to lock favorable rates, discussed using up to $1M of unrestricted fund balance as partial cash contribution, and emphasized the need to preserve reserves for other obligations. Commissioners discussed debt service estimates and directed further analysis as the budget process continues.
