Planning staff said they had asked during rezoning and plat processes but that contributions were not warranted by submitted traffic studies and the developers declined. "We did go back after the fact and encouraged the developers to contribute to the project. Both declined," a planning representative said. Commissioners argued the county is often left "holding the bag" for infrastructure impacts and discussed legislative remedies: one commissioner proposed a real estate transfer tax to return locally-collected funds now directed to the state.
Staff noted the project was designed in-house and came in under the engineer's estimate (about $1.9 million expected; final bid $1.86 million); funding was identified from a county roads set-aside. The commission scheduled the item for formal consideration next week.
