County to enter CMAR deal with Hoar Construction for Franklin Roberts Future Ready Center

The commission heard Res. 826-17, authorizing the county mayor to execute a Construction Manager at Risk (CMAR) agreement with Hamilton County Department of Education and Hoar Construction LLC for the Franklin Roberts Future Ready Center.
Justin Witt, Recreation Facilities Director for Hamilton County Schools, explained the CMAR process and that the project will be a joint-use facility with the school occupying the bottom two floors and the community using the rest. "We're only using the bottom two floors," Witt said, adding that the county and school purchasing departments had coordinated the joint contract. Commissioners asked whether the joint use changes the architecture; staff said the renderings remain about 95% of what was shown publicly and that the CMAR approach allows value engineering.
Staff said the school board and YMCA must each complete respective approvals before this commission votes; the commission's vote was scheduled for Aug. 19 and the county hoped to hold a groundbreaking before the end of the month. Projected substantial completion was discussed as Fall 2028. Commissioners and the school board chair expressed support while asking for clarification on maintenance responsibilities and accessibility.
