6th Street LIP project slowed by underground utility conflicts; city to draw loan for cash flow

Public Works Director Randy Perry updated the council on construction, budget and utility coordination for the 6th Street LIP (local improvement project) and said crews hit several unforeseen underground utility conflicts that slowed progress.
"We are 62% complete for the contract with EWS, with 65% of the work completed and 83% of the total budget," Perry said, noting the variance reflects reimbursable work and change orders tied to private development. He said the team identified significant telecom infrastructure in unexpected locations and is requesting the utility relocate lines to allow work to proceed.
Perry said the city has submitted its first request for loan funding and will need to draw on some of a $3.5 million public-works loan to maintain cash flow; roughly $2 million of the available $3.5 million has been requested for disbursement to date. He estimated project paving could occur in late March or April but cautioned that the schedule is optimistic given current conflicts.
Perry also reported non-detect results for recent drinking-water PFAS sampling, described planned trenchless sewer repairs for tree-root intrusion, and asked council to expect follow-up coordination with telecom providers and documentation updates to the city’s utility as-built records.
